Lovely cafe in Nathon, the capital of Koh Samui in the gulf of Thailand. Nathon has a pier where the ferries from Surat Thani on the Thai mainland arrive and also houses all the government agencies of Samui - the police office, the immigration office (which is where you have to go if you want to extend your visa), and the post office. Several banks and currency exchanges and lots of shops and simple restaurants can also be found.

You can apply at any Thai consulate depending on where you are in the USA. Doesn't matter where your from as long as you have a passport. Also you may not need a visa depending on how long you plan to stay and what country you do hold citizenship with. Need more information for better answer. Did you look at the website? No SF consulate listed why ask where? LA is the nearest one and yes you can mail it. But again I said state what country you hold citizenship with and how long you plan to stay if you want better information here.
